We, the residents of Benbrook, TX and surrounding communities, strongly oppose the LOMR approval and the continuing development of Trinity Estates Phase 3 and Trinity Estates Phase 4 located in south Benbrook on 73 acres of floodplain adjacent to the Trinity River.

Floodplain ordinances exist for a reason — to protect lives and homes. In this case, these ordinances were waived, allowing development that has already led to street and yard flooding even after small amounts of rainfall. Residents have documented these events on the Facebook group “Stop South Benbrook Floods.”

Why we oppose this LOMR:
- The city relied only on the developer’s engineering study with no independent review.
- Multiple ordinance violations have been ignored.
- 30,000+ cubic yards of untested fill dirt have been dumped, creating health and drainage issues.
- Flooding is already occurring in areas that never flooded before.

We demand:
1. Suspension of the LOMR process.
2. An independent engineering review of the site.
3. A full investigation into why ordinances were waived and violations ignored.

Revenue must never outweigh safety. Please join us in demanding accountability and protecting our community.
